I always thought he was deliberately a prick. Stuff like saying "I've one Emmys, but for most people a Bafta is probably the highlight of their career" over video link at the Baftas is obviously a total prick thing to say but that's what makes it funny.
So in reality, he's probably a decent bloke, because he seems to have a sensitivity to what's mean-spirited and vulgar and what isn't, even if this demonstrates itself by him trampling all over those dividing lines. 'Genius' might be putting it a little bit strong, but he's definitely fantastic, and a master of the nuances of speech and body language that give people away, the fact that in a medium where we can get up close to someone's expression, a punchline can be as simple as a moment of breaking eye contact or deciding not to interrupt. That sort of stuff is brilliant, and I think comedy is better for The Office having popularised it.

HEARING HIS PODCASTS AND THE LIKE HE GETS A LOT OF PLEASURE OUT OF LAUGHING AND LAUGHING AT THE THINGS HIS FRIENDS ARE SAYING. hE DOESN'T TRY TO HOG PROCEEDINGS ANd (ah fuck it, I had caps lock on - sorry.) in my mind that suggests he's probably 60 - 70% decent bloke.
