ADSL is a bit of a bitch... RADSL is even bitchier.
If you aren't far enough from the exchange to justify the shit speed, then the next logical (and cheapest) is noise. If your modem is attached to 40 miles of CAT5 cable or you have a hifi near by or a fuck off telly... All the electric noise could be an issue. Also, if you are accessing the inet through wifi rather than cabled, you're being crippled by shitty wifi transfer of 54g. However, if you do not have fuck loads of electronics nearby and you are connected directly into your router/modem the next thing to look at is your equipment like microfilters (and making sure there aren't any extensions for different phones or answermachines in the house that aren't filtered)... If you're confident it isn't the microfilters/equipment... You are then looking at shitty wires in the house or leading up to the house from the cabinet on the street.

If it's wifi, that could be your problem there... Wifi will only transfer around 5mb unless you have the 108mb router like the Netgear one in Mart's thread AND the same wifi adaptor.
Since the speed test tests the speed to your computer and back, you are actually testing your wifi speed.
To get a genuine speed test, plug the computer directly into the modem/router... That way you are cutting the limitation of the wifi out of the scenario.
If you are directly wired into the modem and still have shit speeds... See if anyone is nicking your wifi and is abusing your pipe, your modem is shit and can only spit out 10mb speeds, or you just got lucky and have a shit connection!
