No. For example, Massachusetts recently raised it's tax on cigarettes to some outrageous figure. Considering that Massachusetts already had one of the highest cigarette taxes in the US, it seemed a bit wrong to punish us smokers even further. So rather than pay the tax, I purchase my cigarettes out of state. It's not wanting to pay a tax that I think is unfair. Kind of like the Boston Tea party from way back when...
