There's a few that I would love to strike right now - but Deadshots getting it - I've never thought of him as a Bat Villian - even Boomerang rates higher than that - I've always thought of him as part of the Flash rogues gallary? Hell, anyway, I'd put KGBeast before him as a Bat-villain any day.

I've never even heard of this one (or David Cain) so... forgive me for not accepting "hir" as a significant villain. Maybe it's an important figure in comics I've just never encountered.
